Miley Cyrus is manipulating Mommy Tish and Billy Ray to get tattoo in honor of Justin Gaston, reports Star. A friend dished that Miley has already selected the design, a heart-shaped tattoo with Justin's initials printed in the middle.
However, Billy Ray is very upset with Miley's request for the tattoo: 'She's trying to play her mom, Tish, against her dad to get one of them to agree to the tattoo. So far, her mom is the one who seems more cool with the idea than Billy Ray.'
