My uncle has been doing stage setup, and security for KCAs every year since 2005, in 2007 they changed the rules that no matter who the original winner is - if they win more then once, the award has to go to the runner up. This year Miley Cyrus won all the awards, but they eliminated it to only being one - she had the most votes for best female singer, so thats the one they chose for her to win. The rest in reality she won, but because of the KCA rules, they gave it to iCarly which had the second most amount of votes, etc. Do you guys get it? Miley would've won this award but because of the "fair" rules they have (which in reality, aren't all that fair, because Ms.Cyrus really had won them all) they gave it to the runner up which was Selena. Hope this makes sense for you guys. Why do you think no celebrity ever wins twice? This is why. I hope this clears up confusion. Selena was the runner up, and so they gave it to her. It's unfortunate that Miley cried because she thought she would lose, she really won them all.
