i don't mean to be cynical but it appears to me that he intentionally provoked her with the knowledge that A) she would respond to him B) this exchange would appear on gossip sites and the like and C) this would promote his music career. i don't know much about him really but that is a very slick move and i'm not sure that miley can see what he's doing there. if she doesn't want to get used then i'd definitely recommend that she stops replying to his tweets and take it to texing or something instead. again i don't mean to bash miley but something is not right with that man.
