She is Jessie Cave who plays Lavender Brown in Harry Potter in the Half-Blood Prince. I guess I'm such a big Harry Potter fan that I am so used to her weird outfits because I see pics of her all the time. She is really a cool person and I like her a lot but ya her style kind of sucks. But I can' wait to see her return for Deathly Hallows :)
