Seems that Cyrus was inked to honor the memory of Vanessa, one of her close friends that passed away due to Cystic Fibrosis over three years ago.

Who cares if she's 17? That's almost 18, which means she will be legal and she could do anything she wants. Personally, I love this tattoo. I have cystic fibrosis, and it's no walk in the park. I do a shitload of work just to be able to breathe without coughing all the time.
