Well, in that case you may be right. I still dont think they saw the camera, because it was night, far away and on that distance they would have to look at least some seconds into the same direction to make out a camera.
But I'm sure they knew there were paps around and they didn't care much if somebody takes a picture. I think it's partially 'planned' because they are not in the US until January, and Miley doesn't have radio interviews, so this is actually a good time to make their relationship public without being asked the whole time about it.
And Miley is not the type that will keep a relationship secret for one year. Like her outfits and her dancing, her love is probably quite physical.
