Justin didn't make much last year, so he is not in the list since the list is measuring how much success a celebrity has earned over the past WHOLE year from May 2009-June 2010.
The top 100 list is basically informing us about how much stars make in one year, how much media attention they get, how much social networking popularity they receive, how big they are in television, film, music and other forms of media.
the rankings are solid. no one should want to change them, because it isn't a game. this list is of the most successful stars of the past year (may 2009-june 2010)
