1) they're in a different country, so they're only subject to THAT country's laws. someone said they were confused if they had sex in St. Lucia and then came back, it wouldn't be illegal. yes it would. they can actually go to a different country, have legal sex, and come back. it would still be illegal in America, but they can't get in trouble for having sex in St. Lucia. it's like going to Amsterdam to smoke weed. it's legal there, so you can't get into trouble, even if you go back to a country where it's illegal.
2) the age gap: every state has its own laws when it comes to the age of consent. some states say 16, some say 17. so depending on where they are, they can have legal sex.
3) Casey Aldridge did not get into legal trouble for impregnating Jamie Lynn because in Louisiana, there's a 24month allowance. because Casey was less than 24 months older than Jamie Lynn, it wasn't considered rape.

ps- it is never a case of "how much they want to enforce the law." it's the law for a reason. if you think they didn't "enforce" it, it's probably because there's a technicality that you're not aware of, and should look up if you want the answer.
