It's Nick's condo. Dunno the deal but Joe lives there at least while Nick is in NY. I hope he still lives there when Nick gets back too!

After Nick moved to NYC Joe moved out of his old apartment (the one from his Fastlife Friday chat) and was looking to buy a house (there are pics of him house shopping with a real estate person.) He couldn't find what he wanted, so he moved into Nick's condo at the W Hotel while Nick is in NYC.
Nick was going to be in NYC for a whole year, so letting Joe move in was a win win, Joe had a place to stay until Nick comes back and Nick didn't have to worry that his $5 million condo was sitting empty with nobody watching the place.

I think Joe wanted to get a house, that's all. He mentioned in an interview that he liked his apartment in LA (the ones from the chats) but that he wanted to have a yard for his dog.
Most leases are for a year, so Nick's NYC lease most likely is from January to January. There are rumors that Nick will either extend his run in How to Succeed or sign on to a new show after July, so I don't think he'll be heading back to LA in July.

Nick is busy doing his play. So how is Joe being lazy? He might have things going on in LA that no one knows about. I agree that they really need to work on an album cause it's been such a long wait for fans. And it seems endless.
