while I agree that ribs showing through do look unattractive and probably mean the girl is unhealthy and not getting enough nutrients, that comment would have the same effect as saying "hey ladies, if you look like an elephant that swallowed a house, you're too big." it's rude, and you're only putting that woman in a worse state of mind.

it's rude of you to assume she was taking it out on Miley when she never mentioned Miley's name. the only thing she said was that she found the comment rude. nothing more, nothing less. you're the one doing the assuming here, buddy, not her.

and I don't know about you, but I don't retweet something if I don't approve of it. no one would retweet something they disapprove of without further confirmation of their disapproval.
