I know. Honestly, these people are photographers. They aren't private detectives. They get called and the morning before, maybe, the celebrities and their team (or whatever combo of ppl) decide whether to wave, pose, smile, be in a bad mood, hide, flip the bird, or ignore the paparazzi in a way that no one would suspect that the paps are there because they are summoned by those they are "invading the privacy of".
Very few photos are actual candid paparazzi photos. This gets truer as you get closer to celebrities 15-30, but it's not like older celebrities and parents of child celebrities won't do it for themselves at times. It's all a part of the facade. It doesn't stop at the plays, the movies, the tv shows, the tv spots, the talk shows. These people work hard to cultivate an image.

This is entirely untrue. The only time your theory really ever rings true is with reality television stars, who strongly prefer the exposure. You don't need to be a private detective to predict where these celebrities will mingle, either. If you would take notice, these pictures are snapped in celebrity dwelling cities. You claim the photos are used to cultivate an image, yet what is accomplished when a celebrity flips the bird? And im almost too sure all those Paparazzi attack incidents were planned too! (Sarcasm) Who would the celebrities call, anyways? Unless there is some sort of unknown, underground Paparazzi Firm, then you'd have a story. Alas, your theory is flawed.
