I think the place where she does her exercise knows its patrons and maybe so does Miley, so for the time she does pilates, she maybe got permission from the place to park there so she can get away from photogs as quickly as possible and maybe they understand. Plus, at that time, if this were to be true, there aren't any people in wheelchairs or the like. I know there are exceptions to handicapped spaces at many businesses/schools in my town.

You don't have to be in a wheel chair to be considered handicapped. My grandpa has handicapped parking and he carries an oxygen tank, and my moms boyfriend has one cause he has MS. And yes it can be used for heart problems.

I don't think that people really realize that tattoos are there to stay. Yes, you can get them removed but, it's a very painful process.(I've never had it done but, I have friends who have.) The tattoos will also hinder her acting work also. It takes a lot of time in the makeup chair to cover up tattoos or a lot of money to phase them out of a movie or tv show. Some companies just don't want to deal with all that.
