This is probably the most intelligent and practical thing ever. Look at all the other Disney stars and their purity rings and hypocrisy. Think of all the Miley, Demi, Jonas, Selena dating dramas. And here is someone quietly doing the intelligent thing with no ring. From 13 to 18 you are learning so much and growing up at the same time. Not a great time to throw in male/female drama & heartbreak.

I think it's just a matter of preference. As long as the 13-18 year old isn't having deluded fantasies of marrying the person they're currently with, having sex, having kids, planning their life together; as long as they're just hanging out, getting to know each other (and themselves) in the process, I see no reason kids shouldn't "date" (and that term is used loosely). There is a difference between dating and being in a relationship, and I think if people just keep perspectives in order, everything is fine.
I think she did a smart thing, but I've been dating since I was 14, and I don't think I made any mistakes either. It's just a preference thing, and knowing what you can handle.
