Because if you've read the books you know the way that they would've had to incorporate him would only translate as a few scenes. A lot of things that have to deal with Gale in the book are only Katniss' thoughts. That wouldn't have really translated well the way the movie was shot.
He seems really genuine and sweet in this interview. I haven't really seen many interviews of him so I think you can tell more about his character here. I think he's a good guy.
