Kind of sad though - each time she gets a new dog it becomes the favourite and goes everywhere with her and the others get left at home!!

That's general human nature: you get something new, it's your favorite for quite a bit. She probably also wants Happy to be comfortable with her, and that comes from bonding, something that can't happen if she leaves him home. Since she can't take all these dogs with her everywhere, something you seem to be suggesting, she takes Happy. He's small enough to go with her, and the bonding can continue even though she's not home.
What's sad here is people looking down on Miley for taking in and taking care of dogs who would otherwise be sentenced to shelter life. It's one thing if she keeps buying dogs from breeders, but she's not. She's saving lives, which should only be applauded.
